  18. I tend to agree that encouraging the editing of resource files is not
  19. a Good Thing. If the programmer wants to keep the application small, they
  20. could always supply a configuration program which would (in part) allow
  21. the user to change the shortcuts. This program could then modify the RSC
  22. file, or the application itself, depending on the author's methods.
